The death of LTTE supremo Velupillai Prabhakaran broke the Eelam dream, and the three-decade-long struggle of the Tigers seemed meaningless. The Sri Lankan government declared that it had eliminated the LTTE on the island. But for many, the future of Tamils in Sri Lanka without the LTTE, which had led the struggle, seemed impossible.Observers say the LTTE may have ceased to exist in Sri Lanka, but the organisation remains intact abroad. "The LTTE cadres in the Tamil diaspora realised that there was a need to hold the organisation together, so that the support base of the Tamils does not erode," said a Tamil journalist in Sri Lanka.A month after Prabhakaran’s death, a committee was set up for the formation of a provisional transnational government of Tamil Eelam. Visuvanathan Rudrakumaran, coordinator of the committee, said the government was formed because Tamils could not participate in the political process in Sri Lanka. "It is a well accepted proposition in international law that the legal claim to establish a government in exile arises readily when the exclusion of its political leaders is achieved through acts contrary to principles of ius cogens [compelling law]," said Rudrakumaran.Besides trying to unite Tamils who believe in the Eelam, the committee would establish contacts with foreign governments and international organisations. The committee would submit a report of its work upon completion of its tenure in December, based on which steps would be taken.A month after the committee was formed, Colonel Suresh and Colonel Ram declared that the executive committee of the Tigers had decided to appoint Kumaran Pathmanathan alias Selvarasa Pathmanathan as the chief of LTTE’s international relations. Officially, Pathmanathan alias KP would lead the outfit. But another leader called Castro, who is in charge of the overseas LTTE administration, is said to have locked horns with KP over the leadership issue. According to sources, Castro wanted his nominee, Nediyavan, to lead the Tigers.Groups opposing KP are said to be successful in their anti-KP campaigns. They accuse him of betraying Prabhakaran to the Sri Lankan forces. They allege that he was on the payroll of various international espionage agencies. But veteran Tigers strongly support KP’s leadership. "He was Prabhakaran’s best man in the wedding. He was the chief arms procurer and played a pivotal role in raising funds as well," said an LTTE supporter in Tamil Nadu. But subsequently, KP was charged with sexual impropriety, inefficiency and corruption. Though he came out clean in the inquiry, he kept aloof from the organisation and led a retired life.After a series of military reversals, Prabhakaran turned to KP in 2008 for help. After he managed to get three shiploads of arms for the Tigers, Prabhakaran asked him to return to the organisation, and he agreed. Old-timers are confident that KP would be able to ward off the opposition and put the organisation back on the right track.As the new chief of the LTTE, KP hopes to take the struggle forward on a different platform. In an exclusive interview with THE WEEK, he asserts the struggle is on. But he is silent about a possible split in the LTTE. Excerpts from the interview.Sri Lanka says Prabhakaran died a coward.Prabhakaran is our national leader, who lived for the cause he believed. He had uncompromising faith in liberating the land of the Tamils through an armed struggle, and he never flinched from his objective. He met every challenge of the Sri Lankan military machine and it was only with international help that Lanka could break the LTTE’s military capability. He led the Tamils through the most tumultuous period. Prabhakaran conducted his war from his homeland, and it was a defensive war. He did not take the war outside to harm innocent civilians. He was a man of principles and he had the welfare of the Tamils in mind till his last breath. Despite the war and international pressure, he built an effective military, an administrative structure and established a Tamil state.

How can he be a coward? Does Prabhakaran’s death mean an end to the Eelam dream?

Until the rights of Tamils in Sri Lanka are restored their quest [for Eelam] does not change. It is true that the LTTE has met with a military setback and that over 10,000 Tigers are held by the Sri Lankan authorities flouting all international conventions. But the Tamil struggle has not ended.

What course of action would the LTTE adopt in future?

We will change our methods of struggle and pursue a non-violent path. Our future struggles will be through political means and will be a more inclusive one. The LTTE, which started as a national movement in Sri Lanka, has a following throughout the world wherever Tamil people live. We will transform into an international force and become an international movement to secure the right to self-determination for the Tamils of Sri Lanka.Do you think this is a defeat? Should the LTTE stop being a conventional military force? As I said, we certainly faced a military setback. We have now opted for a political option that is acceptable to all Tamils and the international community.

What should the international community do at this juncture?

The international community should realise that the reasons for which an armed struggle began three decades ago have not been addressed even now. The Tamils in Sri Lanka still live as second-class citizens devoid of all rights and parity of status. It was quite apparent in the past few months that the international community was adamant on eradicating the LTTE. But it failed to address the fundamental and rightful needs of the Tamil people. It failed to save the lives of over 30,000 Tamils. Today over three lakh people languish in internment camps of the Sri Lankan forces. The international community has lost its ability to exert any influence on the Lankan government to save these people. This is an urgent need that should be acted on decisively and expeditiously.There are people who claim Prabhakaran is still alive and that you have been issuing statements on his death under duress.I have already said in uncertain terms that our leader fought to his last upholding his beliefs. There is no duress for me to state this openly. I need to give the appropriate respects to my leader who moulded our freedom struggle. If I do not acknowledge the ultimate sacrifice he made for the principles he lived by, it would be a grave disservice to my leader and dear friend.

As the leader of the LTTE, what would be your strategy? Do you think it would be possible to lead another struggle?

We are now transforming into a potent and inclusive political structure. In the near future we will be releasing our political strategy on how we engage the Tamil diaspora and embrace the political structures that exist in our homeland. This will be released soon.

What form will the struggle take now?

The freedom struggle of our people has not changed. As our leader has always said, "We will change the methods of our struggle but not our goal." I wish to reiterate that our struggle is not over. We have only changed our methods to achieve those goals.

'நாம் எமது போராட்ட வடிவத்தை மாற்றிக்கொண்டாலும் எமது போராட்ட இலட்சியம் மாறாது' என எமது தலைவர் எப்போதும் சொல்லிவந்துள்ளார். அதன்படி எமது போராட்டம் முடிவுக்கு வரவில்லை. எமது இலக்கை அடைவதற்கான போராட்ட வடிவத்தையே நாம் மாற்றிக்கொண்டுள்ளோம்" என தமிழீழ விடுதலைப் புலிகளின் அனைத்துலக உறவுகளுக்கான செயலகத்தின் பொறுப்பாளர் செல்வராஜா பத்மநாதன் தெரிவித்திருக்கின்றார். இந்தியாவில் இருந்து வெளிவரும் 'த வீக்' பிரபல ஆங்கில வார ஏட்டுக்கு வழங்கியிருக்கும் பேட்டியொன்றிலேயே இதனைத் தெரிவித்திருக்கும் பத்மநாதன், தமிழ் மக்களின் சுயாட்சிக்காக 1976 ஆம் ஆண்டில் முன்வைக்கப்பட்ட உரிமைக் கோரிக்கை மக்களின் ஆணையைப் பெற்றுக்கொண்டது. தமிழ் மக்களின் உரிமைகள் பெற்றுக்கொள்ளப்படும் வரையில் அதனை நோக்கிய போராட்டத்தில் மாற்றம் ஏற்படப் போவதில்லை எனவும் தெரிவித்தார். இந்தப் பேட்டியில் செல்வராஜா பத்மநாதன் மேலும் முக்கியமாகத் தெரிவித்திருப்பதாவது: "பிரபாகரன்தான் எமது தேசியத் தலைவர். தான் நம்பிக்கை வைத்த கொள்கைக்காக தனது வாழ்க்கை முழுவதையுமே வாழ்ந்தவர் அவர். ஒரு ஆயுதப் போராட்டத்தின் மூலமாக தமிழ் மக்களின் நிலத்தை மீட்டு எடுப்பதில் சமரசத்துக்கு இடம் இல்லாத நம்பிக்கை வைத்திருந்தவர் அவர். தனது நோக்கத்தில் இருந்து ஒருபோதுமே அவர் பின்வாங்கியதில்லை. சிறிலங்காப் படை இயந்திரத்தின் அனைத்துச் சவால்களையும் பிரபாகரன் எதிர்நோக்கினார். அனைத்துலகத்தின் ஆதரவைப் பெற்றுக்கொண்டமையால்தான் விடுதலைப் புலிகளின் படை பலத்தை சிறிலங்காப் படையால் முறியடிக்க முடிந்தது. அரச தலைவர்களும், படை ஜெனரல்களும் மாற்றமடைந்தபோது, மிகவும் குழப்பமான நிலைமைகளுக்கு மத்தியில் தமிழ் மக்களுக்கு அவர் தலைமை தாங்கினார். அவர் தனது தாயகத்தில் இருந்துகொண்டே இந்த போரை நடத்தினார். இது ஒரு தற்காப்பு போராகவே இருந்தது. அவர் தமிழர் தாயகத்துக்கு வெளியே போரை கொண்டுசெல்லவோ அல்லது அப்பாவிப் பொதுமக்களைப் பாதிப்புக்குள்ளாகச் செய்யவோ இல்லை. கொள்கையுடைய ஒரு மனிதராக அவர் இருந்தார். தனது இறுதி மூச்சுவரையில் தமிழ் மக்களின் நலன்களிலேயே அவர் கவனமாக இருந்தார். போர் அழுத்தம் மற்றும் தொடர்ச்சியான அனைத்துலக அழுத்தங்களுக்கு மத்தியில் அவர் ஒரு செயல்திறன் மிக்க படையையும் நடைமுறை ரீதியான நிர்வாகக் கட்டமைப்பு ஒன்றையும், நடைமுறை ரீதியான தமிழீழ அரசு ஒன்றையும் அவர் உருவாக்கியிருந்தார்.

சிறிலங்கா அரசு சொல்வது உண்மை என எடுத்துக்கொண்டால், விடுதலைப் புலிகள் அமைப்புக்கும் தமிழீழப் போராட்டத்துக்கும் என்ன நடைபெற்றிருக்கின்றது என நீங்கள் நினைக்கின்றீர்கள்?

பலர் சொல்வதைப் போல ஈழக் கனவு முடிவுக்கு வந்துவிட்டதா?

1976 ஆம் ஆண்டு கொண்டுவரப்பட்ட தமிழ் மக்களின் சுயாட்சி உரிமை என்ற கருத்துக்கு மக்களின் ஆணை கிடைத்தது. தமிழ் மக்களின் உரிமைகள் பெற்றுக்கொள்ளப்படும் வரையில் தமிழர்களின் போராட்டத்தில் மாற்றம் ஏற்படப்போவதில்லை. விடுதலைப் புலிகள் படை ரீதியான பின்னடைவைச் சந்தித்திருக்கின்றனர் என்பது உண்மைதான். 10 ஆயிரத்துக்கும் அதிகமான எமது போராளிகள் சிறிலங்கா அதிகாரிகளினால் அனைத்துலக விதிமுறைகளுக்கு எதிராகத் தடுத்துவைக்கப்படடுள்ளனர் என்பதும் உண்மைதான். ஆனால் தமிழர்களின் போராட்டம் முடிவுக்கு வரவில்லை.

எதிர்காலத்தில் விடுதலைப் புலிகள் எடுக்கப்போகும் நிலைப்பாடு என்ன?

விடுதலைப் புலிகள் அமைப்பானது நிலைமைகளுக்கு இசைவாக தன்னை மாற்றிக்கொள்ளக்கூடிய ஒரு அமைப்பு. புதிய உலக ஒழுங்குக்கு அமைவாக நாம் எமது போராட்ட வடிவத்தை மாற்றிக்கொள்ள வேண்டும். அத்துடன், வன்முறையற்ற ஒரு பாதையிலேயே நாம் செல்ல வேண்டும். எதிர்காலத்தில் எமது போராட்டம் அரசியல் வழிகளிலேயே முன்னெடுக்கப்படும். விடுதலைப் புலிகள் அமைப்பு ஒரு தேசிய அமைப்பாக தொடங்கப்பட்ட போதிலும் இப்போது ஒரு அனைத்துலகப் பிரசன்னத்தை அது கொண்டுள்ளது. இதனை ஒரு அனைத்துலக அமைப்பாக மாற்றியமைத்து அதன் மூலமாக சுயநிர்ணய உரிமைக்கான எமது போராட்டத்தை முன்னெடுப்போம்.

இதனை ஒரு தோல்வி என நீங்கள் கருதுகின்றீர்களா? ஒரு பாரம்பரிய படை என்ற நிலைக்குச் செல்வதை நிறுத்திவிட்டீர்களா?

நான் முதலில் குறிப்பிட்டது போல, நிச்சயமாக நாம் படைத்துறை ரீதியாக பின்னடைவு ஒன்றைச் சந்தித்துள்ளோம். நாம் இப்போது அனைத்துத் தமிழர்களும், அனைத்துலக சமூகமும் ஏற்றுக்கொள்ளக் கூடிய விதமான அரசியல் பாதை ஒன்றையே தெரிவு செய்ய வேண்டியுள்ளது.

இந்த நிலையில் அனைத்துலக சமூகம் செய்ய வேண்டியது என்ன?

30 வருடங்களுக்கு முன்னர் என்ன காரணத்துக்காக நாம் ஆயுதப் போராட்டத்தை தொடங்கினோமோ அது இன்று வரையில் தீர்க்கப்படாமல் இருக்கின்றது என்பதை அனைத்துலக சமூகம் புரிந்துகொள்ள வேண்டும். தமிழ் மக்கள் இன்றும் சமத்துவ உரிமை மறுக்கப்பட்டவர்களாக இரண்டாம் தர குடிமக்களாகவே நடத்தப்படுகின்றனர். கடந்த சில மாத காலமாக விடுதலைப் புலிகள் அழிக்கப்பட்டபோது அனைத்துலக சமூகம் மெளனமாகவே இருந்தது. ஆனால், தமிழ் மக்களின் அடிப்படைத் தேவைகளை நிறைவேற்ற அது தவறிவிட்டது. 30 ஆயிரத்துக்கும் அதிகமான தமிழர்களின் உயிர்களைக் காப்பாற்ற அது தவறிவிட்டது. தற்போது சிறிலங்காப் படையினரால் கொடூரமாக படை மயப்படுத்தப்பட்ட முகாம்களில் 3 லட்சத்துக்கும் அதிகமான தமிழர்கள் வாடிக்கொண்டிருக்கின்றனர். இந்த மக்களைப் பாதுகாப்பதற்கு சிறிலங்கா அரசின் மீது எந்தவிதமான அழுத்தத்தையும் கொடுக்க முடியாத நிலையில் அனைத்துலக சமூகம் உள்ளது. இந்த அப்பாவித் தமிழர்கள் மீது தமக்குள்ள அக்கறையை அனைத்துலக சமூகம் இப்போது வெளிப்படுத்துவதுடன், அவர்களைப் பாதுகாப்பதில் தமக்குள்ள அக்கறையையும் வெளிப்படுத்த வேண்டும். இதுதான் இப்போதுள்ள அவசரத் தேவை

வன்னியிலிருந்து இடம் பெயர்ந்து வவுனியா மெனிக் பாம் முகாம்களில் வசிக்கும் திருகோணமலை, மட்டக்களப்பு, அம்பாறை மற்றும் யாழ் மாவட்டங்களைச் சேர்ந்த மக்கள் இந்த மாதம் 5 ஆம் திகதி தமது சொந்த கிராமங்களில் மீள்குடியமர்த்தப்படவுள்ளதாக மீள்குடியேற்ற,அனர்த்த நிவாரண சேவைகள் அமைச்சர் றிசாட் பதியுதீன் தெரிவித்துள்ளார்.
ஜனாதிபதியின் பணிப்புரைக்கமைவாக, ஜனாதிபதியின் ஆலோசகரும் நாடாளுமன்ற உறுப்பினருமான பசில் ராஜபக்ஷவின் நேரடி கண்காணிப்பின் கீழ் இந்த மீள் குடியேற்றம் இடம் பெறவுள்ளதாக அமைச்ச்ர் றிசாட் பதியுதீன் குறிப்பிட்டுள்ளார். அரசாங்கத்தின் 180 நாட்கள் வேலைத்திட்டத்தின் கீழ் இந்த மக்கள் மீண்டும் அவர்களின் சொந்த இடங்களுக்கு அனுப்பி வைக்கப்படவுள்ளனர். இதனடிப்படையில் கிழக்கு மாகாணத்தை சேர்ந்த 1445 பேரும்,யாழப்பாண மாவட்டத்தைச் சேர்ந்த 45 குடும்பங்களுமே இம் மாதம் 5 ம் திகதி புதன்கிழமை, 60 பஸ் வண்டிகளில் வவுனியாவிலிருந்து சொந்த கிராமங்களுக்கு அனுப்பப்படவுள்ளதாக அமைச்சர் ரிசாட் பதியுதீன் மேலும் கூறினார்.உண்மையில் மீள்குடியேற்றம் செய்யும் அவர்களை சுதந்திரத்துடனும், கௌரவத்துடனும் இராணுவம் அங்கு வாழவிடுமேயானால் வன்னிமக்களின் வாழ்விற்கும் விடிவுண்டு .
